This facility, a base for health and welfare, is located adjacent to the Takatsuki Municipal General Welfare Center, and is integrated into a corner of the Osaka Prefectural Takatsuki Joto Housing complex, which has a silver housing facility. The main entrance is located on the axis of the hall running east-west, and the four departments of administration and training, mental health, medical checkups, and inspections are arranged on two levels on both wings, with the hall with a vaulted ceiling in the center. The facility has been designed to be easy to understand and functional, so that citizens can easily consult and actively participate in health promotion and lifelong learning activities. Barrier-free access from each floor of the attached multi-level parking garage was also taken into consideration. In consideration of the surrounding environment, the eaves were kept low, and the building was finished with warmth through the use of ceramic tiles and brush off plastering.
A grove of city-owned keyaki (zelkova) trees planted in the north-south street garden between the two facilities creates a space of relaxation and enrichment.
