Otsu City Kido City Hall

Concept

The site is planed to give a good impression of Shiga-cho with its scenic beauty with the Lake Biwa in the east and Hira mountains in the west to advantage. As for the floor plan, an atrium as its communication place is set in the middle of each section to make it clear and convenient for both of visitors and stuffs. An assembly section on the third floor reminds us of a narrow axis of this town extended from the north to the south. The section is placed to command a view of the town so that it could be an ideal space for town administrative discussion. This Town Hall as a whole is designed to harmonize with beautiful scene which has Hira Mountains as its background.
